The 2015 Humanitarian Response Plan for Sudan brings together 112 humanitarian partners to help 5.4 million people in need of emergency relief aid. Together these partners, of which 54 are national and 58 are international, requested US$1.04 billion to provide multi-sectoral services in the 52 most severely affected localities across the country in 2015. Among the 5.4 million people identified to be in the greatest need of assistance are 3.1 million who are displaced, 4.2 million who are food insecure and 1.2 million children under age five who are acutely malnourished.
There are four strategic objectives in the 2015 HRP that guide the activities of sector projects. The objectives are:
Provide emergency relief to people affected by conflict and disaster
Provide humanitarian protection to affected populations
Reduce food insecurity and malnutrition
Strengthen resilience and facilitate durable solutions
The strategic objectives aim to ensure coherence with needs-assessment findings; emphasise cross-cutting issues, in particular humanitarian protection and resilience; enhance links between operational and strategic objectives; and facilitate multi-sector responses. Across the 11 sectors, a total of 164 activity indicators were laid out in the HRP providing the framework for response and monitoring efforts throughout the year.
This review covers the January to August 2015 period (eight months) and indicates the humanitarian activities of partners across the country.
The overview provides a summary of response efforts and helps identify gaps. Of the total 350 projects identified in the 2015 HRP only 143 have received funding leaving 207 projects (59 per cent of all projects) not funded and thus not implemented as of end August 2015.
However, partners continue to face limited availability of funding as humanitarian needs regionally and globally continue to grow. As of 30 September, the 2015 HRP had received $504.6 million in funding amounting to 49 per cent of the requested requirement. Despite the limited availability of funds for humanitarian response, the Sudan HRP is the fifth best funded appeal today. Some sectors are affected by funding gaps more than others.
